Who built the new wimpy vehicle bumpers anyway?

Has anyone noticed the bumpers on the newer cars? There are none.
Instead the old reinforced chrome-plated bumpers have been replaced with a piece of plastic or aluminum which crumples with the slightest impact and seems non-resistant to any impact.
In some of my previous cars when I got hit on the bumper, it was just a very slight scratch at the least. When I got hit in the car I had previous to the one I have now, and at a very low speed, the whole bumper fell off and the fender was quite damaged also.
Who was the genius who designed this new type of non-bumper which is very expensive to repair?
